As the actual sidewall height is the same for both 21" options as the /30 /40 /45 is the % height Vs tire width I'm not sure how the ride quality would differ between them.
I measured my thread length at 28/29mm. But yes I'm sure you are correct re the shank length as the thread starts approximately 5 mm down.
The standard recommendation in the UK is 40mm bolts for 10/12mm and 45mm bolts for 15mm spacers.

These lengths refer to the thread length. Standard thread length is about 28mm.
