I am planning to drive to remote parts of Scotland where mobile phone signals are not the best if I need help is there a phone number I can call assuming I can walk until find a signal for mobile as car may be in a no signal area to organise assistance

What's the view on cyclist's surely they should pay road tax along with insurance to help contribute for cycle lanes etc This is not me trying to have ago at them as I think its good to see so many on the road its just we are in a huge financial mess and all road users should pay for improvements
