In order to eliminate the possibility of timers and profiles having a civil war, I would try using only one or the other. I could imagine a scenario where the timer is trying to keep going to 85%, but the profile is capping it at 80%, causing the timer to throw an error.
What you say is perfectly reasonable and defensible, but I don't think it's appropriate to declare either (a) that people who place different weights and values are necessarily unreasonable, or that (b) in the future the various externalities of treating automobiles as "disposable appliances"...
This makes me wonder whether it might be resonance between the tires and grooves in the pavement. There are definitely a few places I drive frequently where a lane change causes a consistent and short-lived sound, but I would describe it as more of a hum or buzz than a beep.
