Which Mobile Charger did you order with your car. There is a 7.2kW, a 11kW and a 22kW version of the Charger Connect. The 22kW version (9Y0.971.675BJ) definitely can charge 7.2kW on one phase as long as the cable is rated for 32Amps.

Did you try to scan the QR code displayed on the charger screen with a standard QR code scanner app? It technically only brings you to a webpage where you can link your myPorsche account to your charger. You don't need to use the connect app to get there.
The charger can be linked to a myPorsche account. This is one step in the system bring up, when you set it up first time. The config option however should also be somewhere in the settings menus. It presents a QR code that you can scan to get to the corresponding webpage.

I mentioned the 22kW version, not the 7.2kW version. And this is capable of 32A per phase which gives 240V*32A = 7680W. The 22kW version works also with one phase supplied only.
