My Taycan has never asked if I want to apply an update. The only time I’ve been aware of one was one occasion when it locked me out of the display, unannounced, for over an hour while it sorted itself out.
Also, point 4. above might be relevant. It feels like you’ve turned it as far as it goes but there’s more to be had.

I expect this was a simple misunderstanding. Porsche Tonbridge probably thought that you needed an accident repair (i.e. panel damage/paintwork). I am sure they should be able to help.
Have you tried adjusting the volume (vehicle control) while the notification is actually sounding? I haven’t (don’t collect my new Taycan until next week) but that’s the way it usually works.
