I don't think you can decline it. They only have the 11kw replacement parts. In my case the car also would not shift into D with the OBC charger in a faulted state, so no real way to decline it.
They will give you a letter from Porsche NA when the fix is done that directs you to call Porsche...
When I got my car back, there was a letter attached from Porsche NA telling me to contact them (via the posted phone number) about the compensation. I would assume you can do the same and contact Porsche UK.
