I think they would struggle to argue an impact on warranty if you use genuine Porsche parts. You could try looking for an independent Porsche Specialist but any garage with vehicle lifts can change those. Tyre shops unbolt the wheels and refit them surely they can't every job to be restricted...
That looks like the covers in front and behind the battery cover from what I can see in those photos? The front cover unbolts and sits in slot in the lower front bumper cover from memory. Should be a fairly quick job for anyone to change once the car is up in the air.
the manual is your guide... same axel no more than 30% difference in tread depth, different axels no restriction other than stating the obvious about behaviour with worn tyres.
I nearly always only need to change them in pairs and I have just changed one front tyre following a puncture...

Third party battery rebuilds are already starting to become more economic. One example is Battcore who work with local overseas partners. I'm sure over the next few years reconditioned batteries will be a similar cost to a reconditioned ICE?
