The PCB is from a controller, not a tracker, so I would lean towards something like a cloud-connected actuator for a door or gate.

The rear spoiler on my 4S sedan is sitting in a non-flush spot, so the frontmost points on the outer edges stick up a bit. This seems like a non-aero-friendly spot. I just got the car back from having the heater replaced and they didn't mention it (I forgot in the rush to pick up).
