Yes, I expect many 3rd party certified battery repair/replacement shops to pop up over time.
The NTSB has a vested interest in assuring that HV batteries have strict quality controls on 3rd party repairs, rebuilds & testing to avoid unsafe DIY repairs which could lead to fires & deaths.
