Rear light bar- when’s it on?

Following My business partners Taycan yesterday. Rear light bar not on then came on. Light conditions didn’t really change and don’t think the front lights came on. When is the light bar on and any way of keeping it on? I’m a bit sad I admit but the light bar looks super cool When in even during the day.
