Yes but it has to be lifted by the people the same dealership. It is possible to be done by another dealership but it is much more complicated. After that if you pass the 101 points (or smth like that) inspection I think you are ok to have an extended warranty.

Blocked vin can happen when a car has been reported with some sort of problem (hit, malfunction, etc) and it was never fixed in an authorized dealer. You can check which dealership has put the block and ask the why.

My car is at the Porsche center right now about the exact same problem. It seems both fans were completely blocked. Replacement costs around 3.5k EUR… they tried to claim warranty as it is indeed a well known issue but unfortunately as you might have guessed by now it was declined.
