Thank you Toby, I reached out to TCEQ and they responded the same day! Unfortunately the answer was that the deadline to submit a reservation was in October and the program expires on 7 January 2021. I'll have to wait to see if the program is renewed sometime in 2021.

I believe the answer is YES, but in order to submit an application for the grant you must have already purchased your Taycan and taken delivery, correct? I just placed my order for a 4S with an estimated delivery in February 2021 and don't believe I'd be eligible to submit an application yet...
