I personally have never experienced anything like this even prior to WPK0 and ARB0, both which affect braking and braking feel.
This should be done immediately if not done already.
I suspect the original poster had this done and/or repaired the vehicle as this was reported a year ago without any more follow up.
It might be helpful to include which of the 3 braking systems are on your affected vehicle.
It is essential you have the braking hardware/software/systems evaluated by a Porsche dealer and perhaps find a second dealer to review it as well.
It would be ideal to have a tech drive the vehicle in the conditions that cause the issue and have them experience the issue.
If there is no resolution after successfully getting to this point, then escalate.
I’d suspect this will get identified and resolved.

I had the brake recall done and new brake lines installed. I have PSCB. It’s not the tires. It’s as if there is way too low of friction between the rotor and pads. The dealer told me this is normal for the PSCB because they are so smooth. IMO they shouldn’t be sold or used in this geographic area. It is downright dangerous but no viable solution. I simply drive accordingly under the problem conditions. I could never let someone drive my car since they would never expect this issue.

then a loud grinding/rubbing sound from the pads.
This sounds like ABS activation. Are you sure you don't have issues with the tyres?
Cold weather + wet + UHP tyres (e.g. Pirelli PZero).

If you apply the brakes once heavily in the wet and replicate it, then immediately accelerate and do it again, do you get the issue again or only the first time?

If you get the issue every time it's nothing to do with the brakes and everything to do with your tyres.
If you only get it the first time then the issue is with the brakes.
Either due to wet rotors, though PSCB are not porous and should not really suffer from it more than standard steel ones.
Or alternatively something wrong with the brake booster.
