At 20,000 miles almost certainly not but... The issue is that brake fluid is hydroscopic, it sucks moisture out of the atmosphere. If the fluid isn't replaced for many years (it's year based, not mileage based) water will build up in the system and the inner workings of the brakes will start to corrode. The rear calipers on my daughter's car seized due to internal rust because of this.I mean do you really need a brake fluid replacement after 20k miles or is this just a scam to get $$$$. Usually in any other car you're replacing brake fluid every 100k+ miles or so, and the brakes on a Taycan are getting used far less thanks to regen.
The advise I was given is that the brake fluid should be changed out every 3 to 5 years. That seems reasonable given her car was a 2008 and the failure happened in late 2021 so it took 12 to 13 years to cause irreparable damage.
