Good question. No one outside of Porsche really knows.
When a Taycan is switched off, it is "connected to the internet" since that connection is how remote commands from the app are received.
But is that "connection to the internet" while the car is switched off sufficient for successful collection and upload of vehicle and battery data to Porsche? No one here actually knows.
A letter to Audi e-tron owners for the equivalent recall:

specifies battery data is retrieved as long as the vehicle is driven.

Love the way Audi spin as a ‘FREE’ Service! Hey, aren’t we generous, checking for free that an Audi won’t burn down your house.

in terms of the connectivity I’m certain it will be the LTE car connection and I strongly suspect this will happen while the car is off and it will do its phoning home while locked. So wouldn’t worry about having to drive it.

We are all screwed. I'm not sure even Porsche Germany knows what is going on with their batteries. I Received ARB7 notice in the mail a couple of days ago. Seemed to make sense as I have data sharing enabled. Dropped my car at the dealer today for A/C and suspension issues (battery seems fine and was not why I was taking it in). SA checks his system and ARB6 is open for my car. This is also the recall shown on the NHTSA website. Curious why the notification letter would show ARB7 when Porsche and NHTSA think it's ARB6. Also new, and not shown anywhere that I can find, is WRS1. It could have been WRS0 mentioned by @rs38 but I'm reasonably sure it was WRS1 (two different WRS recalls depending on the market?). Some kind of testing of the battery and producing a VAL. According to the SA I either get demoted to ARB5 if there is a problem detected or upgraded to ARB7 for the software update some time in the future. The testing, according to the SA, involves telling the mother ship the car is at the dealer and then a remote diagnosis is done. He was pretty sure the techs didn't do anything for this recall except park the car where a satellite could see it. So, at least in my case, Porsche seems to have sent out the wrong recall notice. Got ARB7, should have been ARB6. Is any ARB7 recall notice valid? Does data sharing really do nothing? Why does my car have to be at the dealership for Porsche to check remotely? When did the WRS recall come out. When will the pain end?

"So what happens if there is a problem found when running WRS1?" I asked. "Uh, hope that doesn't happen because you will be without the car for a long time. It's a mess."

So comforting. Wrong, or at least inapplicable, recall notices being sent out. New recalls on a weekly basis and apparently no way to deal with whatever batteries have a problem on a timely basis.

I had the WRS1 campaign done a couple of weeks ago when the car was in for service. According to the SA it consisted of putting the car outside, telling Porsche it was there, and less than 30 minutes later was done. He even showed me the nice big green check mark on my service records next to WRS1. Interesting that despite no OTA monitoring of my battery I was told that periodic checks would not be necessary. Pretty sure the UK, and EU (?) are being told it is necessary every 60 days absent the ability to check OTA. Comforting that WRS1 did not come up with any potential bad cells but I still feel like a bad battery is a when, not if, situation.

in Germany currently a lot of owners get a 2 page letter for a recall named WRS0 that deals with battery monitoring and avoiding potential battery shortcuts and fire which is signed by two Porsche gentlemen

Mr. X. Danger
Mr. R. Waldbrenner (which means forest burner in german)
