This is what is happening to some Teslas, there is a valve that can get frozen and breaks when activated. Tesla were apparently able to fix it with a software update.

I read an interesting article about the Tesla heater failures, which may be the same unit. It appears that in freezing conditions a flap in the heater can get iced up and break on startup, which may line up with cars arriving at the moment having issues after being subjected to sea crossings...
