The supply cable that goes into the top of the PMCC is 12 inches in length. See p.7 of the manual above and attached.
I’m not an electrician and don’t know if the NEMA outlet has to go into a stud (for me I had plenty of options for mounting because I used the dock vs just the PMCC itself). You can also probably use drywall anchors for the PMCC mounting.

When the cable that has the plug comes straight out the top of the PMCC the ground of that plug is on the top. However, you would have to install the outlet well above eye level in order to be able to easily have the screen on the PMCC be eye level this way (so that the cable has a place to go)...
