We're however literally talking about tweaking a few values of an existing function. They already have everything that would be needed for one pedal driving with the overrun recoup feature, except that the max regen is artificially limited to a too low amount. Even the brake lights will turn on...

Can be a number of different reasons, so it's impossible to tell for certain without more information. The battery might be too cold, it might be too hot, the charger might be too hot, the charger might be power limited or the car might have fault battery cells.
