So I'm having the opposite problem - I'm having my rear valance replaced due to a moron who rear ended me and damaged it.

The replacement does not have the holes yours does, and the body shop has to apparently trim them out.

Maybe if you order a fresh valance you'll get one without holes?

Interesting - btw, I don’t have my car yet so I’m assuming your referencing the other user re holes in valance but now very curious to examine mine once I get it home!
