My June 2023 Taycan Sport Tourismo came up with pedestrian protection fault error message 2 months after purchase, It said car was safe to drive but needed attention. I booked the car into the dealer, earliest date to they had to check it was October, due to a shortage of Taycan mechanics. Car went in in October and they said it needed parts, apparently a new ECU and a new actuator for the pedestrian protection. (i don't know if this was a main ECU or another one) The Dealer booked me back in to carry out the repairs at the end of November for a 2 day job. After 2 days they said car was not ready and they needed to order a part! Today after 4 days they now tell me they need to order a wiring loom which could take 2 months and I cant drive the car because it now has an airbag fault. Is it just me or does it sound like they haven't a clue and are just changing bits and breaking other bits until they find the fault? Any suggestions?

No, it sounds like they are following procedure. There was an error reported by or about the ECU, so that's where they started. Upon replacement they found a problem with the wiring determining it needed to be replaced. Likely the airbag bumper sensor was on that loom as well as the pedestrian safety sensors. I'd ask them if they can get it back into a safe drivable state using the existing harness while they wait for the new wiring harness.

If you would like to see what this does, have a look at this thread. BTW I heard the cybertruck will not be sellable in Europe because of danger to pedestrians.
