I think its from the transition from regenetative braking to regular braking. Essentially the motors stop providing resistance but because you're at low speed, it's subtle. It's also why you can roll forward or backwards at lights and stop signs on inclines. Theres no resistance when stopped (although double pumping your brake activates HOLD).
