What setting controls "Country Code" for HomeLink?

Does anyone know what setting controls the Country Code in HomeLink?

I couldn't find anything in user settings, nor using PIWIS diagnostic tool - I checked the "UGDO Sender" control unit but it doesn't seem to have any settings that can be coded, so I assume it gets it from somewhere else.

Country code 1 is USA… look at international dialing numbers.

That is not correct. I checked with other owners in the USA, multiple people reported country code 5 showing on their HomeLInk Info screens.
