it is related to being able to use the Electrify America chargers without going through the ritual with the apps to initiate a charge.
the plug and charge feature is inoperable because, according to porsche, there is some sort of software/hardware conflict.
yes the feature was sold, delivered and showed up in the car however it does not work.

I've not tried the Ionity chargers here in UK which I understand is the equivalent to EA. My nearest one is 70 miles away (we have only one location in Scotland currently). So I have my plug and charge enabled and the free 1 year subscription from Porsche but unlikely to make much use of the feature should it work.

I do not know how things work in the UK but here in the US the lack of the plug and charge adds steps to getting the chargers to initiate a charge the Electrify America chargers, akin to your ionity network.
to charge and take advantage of the "free" charging there are two apps involved and both need to be properly configured and it is those steps that are the root of some charging issues other than non working hardware at the charging stations. the plug and charge feature if operational would make life with the car at the chargers far less complicated.
for example with the tesla supercharger network you plug the car in, the car communicates with the charger with will either allow or deny a charge on the supercharger. no apps, no inputting the unit designation just plug it in and charge. I hope that porsche can get this feature to work.

There is a LOT of speculation going on right now. I have yet to see an official statement by Porsche (sorry if I missed it) and what Porsche is going to do about it. If Porsche is able to do it in Europe with their 22kw charger, then it should also be possible for the 19kw NA ones. Has everyone with a 19kw charger in NA tried P&C and it did not work? This must be affecting a ton of people.

It doesn’t work if you optioned the 19.2kW on-board charger. It works if you have the standard charger on MY21.

The internal bulletin was shared here. The root cause is a bad or expired digital certificate that cannot be remotely fixed. Perhaps EU cars use a different cert.

What Porsche is going to do about it is still up in the air. The 19.2kW option is not common in the US. I don’t have the metrics, but I’m going to guess less than 5% of cars have it.

Replace it with one that has the certificate? They have been replacing everything that was faulty so far - at least they tried. Let's wait and see before returning a car that has not arrived sir andrewket ?

I was told last week by my dealer that Porsche told them “it cannot be fixed”, so I started going down the path of ordering a new car. I specifically inquired about a hardware swap and was told “no”, so I don’t think I’m being premature — only following the information that has been shared with me.

What I have heard from US Porsche dealers so far, I am not surprised. Well I really hope you and others get it sorted so you can enjoy the car.

It’s official. I don’t think Porsche is advertising it. But they are contacting people who ordered it (like me). It’s also been removed from the online configurator. At least in the US.

My bad guys, Sorry. Now it means waiting for Porsche for a solution I guess. Have to admit that removing/losing a feature is a new hole Porsche has dug for themselves..

When exactly did Porsche say the car was capable of plug and charge?

The 2020s don't have it (although it may be part of the next software update), and no one is talking about giving 2020 owners some sort of compensation.

That is incorrect. You only need to have the one Porsche app working.

MY21 was supposed to have it, so if someone ordered the car expecting it and then Porsche f*cked it up, then they have a right to be upset about it.

And make no mistake, Porsche f*cked this up. We’re not guessing at this here.

I’m not particularly upset myself as I won’t be using public charging, but I understand if other people are.

...and what would MY20 features have to do with MY21 failures?
