APB6 power cable, "recall incomplete"?

I checked my VIN at https://www.nhtsa.gov/recalls and it is showing the APB6 cable as a vehicle recall, not an equipment recall, and showing "Recall Incomplete" in red. Doesn't that prevent affected vehicles from changing hands?

It should have no effect on your ability to sell the vehicle. It would simply alert the new owner that they would need to bring the vehicle in for service to address the issue.

So the only conceivable effect is that a prospective buyer looks up the VIN and factors in the "hassle" of having the recall addressed into their decision. That said, at the time you supply the VIN to them, you could explain the recall in detail.

Gotcha, but in Massachusetts a dealer cannot sell a car with an open, safety-related, vehicle recall, which this appears to be.

Owners can decline any recall and private sale as they choose. If the dealer wants to clear the recall, they can simply sell the vehicle without the Porsche EVSE. I believe this is what's already occurring as the PMCC has disappeared from the Porsche online shop and the configurator. New owners have reported dealerships giving them loaners or vouchers for non-Porsche EVSE at the time of purchase.
