I didn't know that about the wheel arch / undertray absorbing water.Both previous replies hold water......
When the AC runs the moisture from the atmosphere condenses on the pipes and components of the system and drips away through drains. You will see puddles or drips from cars in completely 'dry' conditions as a result.
Additionally; the undertrays and arch liners are made of a fibrous material that absorbs water; almost like a fabric. The covers dampen noise and are an attribute to the NVH of the car and one of the reasons the cars are so quiet. The trade off is the fabric gets waterlogged in normal use; when left, the water drips away until it the fabric dries completely.
