Not really, if you read the actual PR the 90% was a PR trick done to prop up EU steel manufacturers. As I said the devil is in the details.Couple of moths ago ICE ban was 100% by 2035. 90% can be changed as fast as 100 to 90.
Functionally nothing changed.
And no, it will not changed "as fast". Consider that right now nothing tangible changed. More of nothing is still nothing. You know, zero times any number is still zero and so on.
That's why I said you got suckered by the politicians. The EU auto stocks on the stock market basically didn't react at all to this announcement, because nearly all the analysts saw right through the bullshit and there were mass PR's from auto manufacturers that it's completely useless change having no real effect on anything.
There are so many clauses attached to the 10% that it will make the ICE car like 10 times more expensive to produce than EV...
The 2035 ban is not going to be needed anyway. Almost nobody will make ICE anymore by 2040, because EV's will be much cheaper, charge as fast as it takes to fill an ICE now and have the same range.
Eventually ICE will be to EV's like horses are now to cars. An expensive hobby, nothing more.
At least I'll be retired by then.
