Perhaps Direct Charging in your PCM has been selected? (That overrides all settings and starts charging immediately; comes in handy if travelling and using a Level 2 charger)(if not selected when using L2 chargers, charging may be delayed depending on your settings)
There were effectively 2 standards in the US (CCS and NACS (Tesla))...Government did not force a winner but the market "created" a winner (because NACS was so dominant)..plus Government monies were being doled out for chargers only if they were available to everybody..so Tesla(NACS) started...

My own experience (tracking the Tesla availability for my EV6) shows that the Tesla list herein ( NACS | Tesla ) is the actual sequence of adoption. That leads me to project (SWAG) that we see it in December or later...only 8 marques ahead of us in a pretty slow process
On YOUR repairs to batteries, I presume you are placing bad modules with new modules?...so does that not create an inherent imbalance (unless the battery is very new)?
When I first got the car it drove me crazy that I would lock the car and then it would quickly unlock itself..finally figured out it only happened when my wife was with me carrying her key. I got her a faraday pouch for it and the issue stopped.
