I may be missing an important detail here somewhere, but if the plug that covers the emergency pull string is inside the door jamb one would have to unlock the car to gain access. At that point, the charge port mechanism should also unlock.

Yes, that's why I also mentioned in my reply to the OP to check to see if water collects there which is a distinct possibility. In that case a wire mesh on the underside of the fender where the holes are located might be a possible solution.
I just removed the plastic panel that covers that area to take a look. There's nothing even remotely like the collection of debris that you show in your pics but there were a few tiny bits of grit so I can see how that could conceivably be a problem on poor, gravelly roads. Still kind of amazing...
