In most european countries it would be banned indeed, can't fly drones in busy places, near buildings, above vehicles or above people without a special permit. And that's before we even get to video in public spaces regulations, which again differ from country to country.

hypothesis is that BYD is trying to show possible military applications, may have been rejected by the PLA and now is trying to commercialize it instead...
