Assuming your deposit is about $10k, I’d send a letter requesting a firm delivery date within 30 days or return of deposit, citing all the delays. If they refuse, send another letter cancelling the order, requesting immediate deposit return. If they don’t return, go to small claims court and sue for the max. You’ll likely win easily, though the max damages may be limited to $7,500.

I'm mostly curious how he found out that the battery is being replaced. I can't get anyone to tell me anything.

Following up on this, the dealership is unsurprisingly not willing to move on the price. He has taken the position that I should be grateful to be getting it at sticker price. Which I would be, if they could actually provide the car. Sigh. So frustrating.
I recently had a dealer in Florida offer me an $11,680 discount off of a new 2023 4S they had on the lot. Either the market for CTs is totally different or the dealer is just being difficult.

It's possible they've tested the car. Supposedly those instructions went out to dealers last Friday.

It's also possible they haven't tested it, but are under the assumption that the battery is going to have to be replaced. The level of misinformation going on with this issue is very high.

I contacted my dealer last Friday asking for what information Porsche had sent them about the testing. They got back to my last night promising they'd check and inform me today.

I think the difference is that they already have me over the barrel with a signed purchase agreement. If I walk away, they can sell it for MSRP minus my deposit and still come out even.

If it's being held at the dealer it would make sense that they can get more info. Mine is still at the port, and my SA says he can't get anything out of the folks there, but I don't know how hard he tried.
