Can anyone with a functioning heater tell me how good it is when it is working? Is it as competent as an ICE heater? I feel it should be as good if not better going by the spec.

Depends on the settings. On Eco mode I find it pretty useless in cold weather. With Eco mode switched off it obviously uses more battery but is much better. Not quite up to the standard of an ICE heater for blowing hot air but with the advantage you can precondition the cabin heating before you get in the car rather than having to wait for the engine to warm up. Even without preheating but the car overnight in a hotel garage with AC charging, my heater coped very well in minus 20C outside in Norway. Driving the first 100 km in minus 20C and later in a horrible snowstorm, we had no problems at all. The car kept the temperature nice and even. No issues that way at all.

I just got the recall replacement heater installed, and it works great.
However, it does consume lots of electricity, and thus reduces range considerably.

That's interesting. My understanding was that the ECO mode merely affected the rear of the cabin.

The heater is not as good as an ICE. How could it be? An ICE has ca 35% efficiency; 65% of the energy contained in the fuel is wasted as heat. Naturally, that waste heat is readily on tap to turn the cabin into a sauna, if wanting. Very different with BEVs.

The Taycan has a heat pump which is efficiently extracting the heat from the drivetrain to heat the cabin. The heat exchanger an in ICE is much less efficient. A bit like a heat pump vs a gas boiler to heat your home

When it works it’s fine , but compared to the cayenne or Range Rover it’s not in same league for speed and heat output.although you don’t get any fuel, oil smell

The heater is 10kW maximum, so not as much as you can extract from the cooling system of a piston engine, OTOH it works immediately so the heat up time is obviously faster than with a piston engined car starting with a cold engine.
Once the piston engine is warm it has more potential since about ⅓ the power comes out of the crankshaft, ⅓ goes into the coolant and ⅓ comes out of the exhaust.
Having written that I find the Taycan heater excellent and the cabin quickly at a comfortable temperature.
Once the car has been going a good while (a lot longer to warm up than a piston engine because about 3x more efficient) heat can also be extracted by the heat pump to make it al ittle bit more efficient.

I’m using ECO mode during winter as well… the cabin is warm enough in few minutes after i launch preheat via app, so i believe it’s more efficient than at ICE.

Relatively impressed with the heater in the loaner Macan 4 EV today. Not so much with everything else. PCM may be quicker than my MY24 CT but IMHO it is not as good layout and intuitive wise.

I preheat mine so it’s warm (and de-iced) when I get in. Can’t do that with an ICE.
