Assuming that was a lemon car. Can’t see a clean turbo going that low. Granted if it was a clean car he got a hell of a deal.

The first owner drove it only ~6k/yr over the span of about four years.
The second owner made up for that with ~17.5k in just over a single year.

Besides being under ARB7 like most of us, and having an occasional PCM glitch, the universal consensus in the comment section here:
