Why does the app occasionally state that privacy mode is in action, despite it not being. Yes I know vw Porsche software etc. BUT is anyone else getting this or is it just me?

Not ever on my current Taycan since delivery over a year ago but periodically on my previous one.

Interestingly, the other day whilst mooching through the menus to try to remember where evrything is I got ICE information and instruction - presumably Cayenne...............

Spooky, Mulder.

Then last night it hung on the 'Porsche' set up screen.......................... two finger reset - how apt.

The simple answer is because Porsche is not great at software. I get this usually while traveling through low cell coverage areas. Once it kicks in, it can take several hours to clear, even if the car comes right back to full strength cellular connection (it connects fine, as it will send you notifications about climate control being done, etc, but app will still show the car is in privacy mode). Apparently it hadn't occurred to anyone at Porsche that a car might drive through bad cell coverage area, and that such a scenario should be tested before releasing the software. Or perhaps they did test it, found that it fails, but had no clue how to fix it (it happens when companies just splice together off the shelf software components they did not write).

This.

Whatever test they're doing for "privacy mode", the same symptoms must occur when cell coverage is poor.

AIUI privacy mode is something you actively set, so would be easy to correct. Along with hundreds of other pretty easy things they need to sort.
