Scheduling is handled by the vehicle NOT the EVSE - some EVSE offer scheduling - but this tends to conflict with the vehicle and then you have two separate scheduling systems arguing with each other...

Yes. If scheduling by EVSE means cutting power to the car while charging, it will not restart charging automatically. Technically, the charger has to talk to the car, like the "Porsche Home Energy Manager" to make the car pause and continue charging:

The qualified electrician sets the energy manager up for you via a web application, and sets all the necessary values there. This way, your existing electrical installation is protected against overload
and your vehicle can be charged at low cost. However, this feature is only available if different electricity rates/prices and/or an existing photovoltaic system are used.
