Not sure there is any setting on the car that would throttle you back but others would know..
No settings in car for this.
is the onboard charger 11kw? porsche.com shows 9.6kw
Specs says 9.6 in NA, but it’s been observed to be 11 in practice.

Just plugged my car in for first time, it’s a Tesla level 2 charger in my parking garage. I’m using my Tesla tap (80amp), is 7.4kw the best I can expect? This is about 12 miles an hour which is painfully slow. Is there a setting in menu I’m missing? My Tesla on same charger was getting 28-32miles back an hour - Im not sure of Amp/breaker size of charger.

7.4 * 3 mi/kW = 21-24 miles range per hour of charge - Tesla doesn't charge faster - it has greater (fake) efficiency so they show a higher miles/hour of change - I'm going to suggest both cars are charging at the same exact rate, but given the different efficiencies it results in different "fake" numbers being shown as the charging rate.

7.4 kw / 240 V = 30 amps - this makes sense for a level 2 charger.

Tesla will show kW during the charge session inside the car - that will answer the question once and for all - @derek is correct it's the only way to agnostically compare if the two cars are charging at the same rate - although even that is a bit "off" - Tesla will show the "raw" rate of charge and the Taycan will show the amount of power "hitting" the battery - 7.4 kW being shown by hte taycan means there is about 8 kW of "raw" power being delivered - and the 7.4 is a reasonable number after accounting for charging overhead.

I highly highly doubt the Tesla is charging "faster" - it's simply showing us a more optimistic "fake" miles of range number rather than raw KW's.

Given the power of your EVSE, you should be getting the full 11kW. Double check the settings on your EVSE. Not sure there is any setting on the car that would throttle you back but others would know..
There is no setting in the car.
