I haven't checked mine, haven't had use for it yet. I always assumed that feature was part of the Intelligent Range Manager option.

"planner" is really being used liberally here. Its not very planner-ish.
I think the usefulness of the Charging Planner is dependent upon the density of the charging stations on your route. Here in Pennsylvania I find that the EA stations are about 100 miles apart on my Westbound 400 mile trips. 100 miles is too soon to stop, and unless you are starting from home with a 100% charge, 200 miles is a bit of a stretch if you want to arrive with a comfortable SoC. Perhaps when the density of EA locations is improved to 40 to 50 mile intervals, I will rely upon the Charging Planner more. Until then, I will continue to choose the stations manually based upon my knowledge of the amenities in the area.

The main thing I am looking to get out of it is to set the SOC at my final destination. Right now, it seems to always default to 13%, and there's no way to change it. More importantly, it does NOT pre-heat the main battery either no matter how far I drove it to the destination.
How do you check whether the battery is being pre-heated?

mine was Dec 21. arrived Jan 20th. I didn’t add the option as I was going to add later but now, none of those options are online

That's interesting. My PCM nav does not add charging stops at all...
You got me curious, so I had to out to the garage to give it a try. Previously, I tried a location, where there's a nearby EA station, so it finds it right away, and added it. On a different destination, it initially set the SOC to a negative percentage as you said, BUT if you give it a minute or so, it will find (more below), and add it to your route. On a third destination, I waited, and then I got this. In short, you just need to give it some time, and it'll find and add the charging stations for you if it can find them.

I just looked at the battery temp in the info tube on the right. It doesn't or hardly increase at all.
i waited for a good 3 minutes but my PCM nav still won’t add any charging stops and still shows negative battery%.

I DCFC’d once only to check whether plug & charge works. I’ll try DCFC tomorrow re battery temp.

If your destination supports 175 kW or higher, the battery temp will rise to near 100°F/38°C just prior to reaching the charger. Preconditioning also occurs with lower powered chargers, but not so noticeably. You can display the battery temp in the info display on the rightmost tube.

I wonder if it's related to your LTE signal. If so, maybe the signal is either weak or non-existent. You should try it when your car is at a location with a good signal.

I just want to make sure everyone is on the same page. After clicking the 3 dots at the down right corner in the PCM nav screen, everyone's taycan is supposed to see either "charging plan" as shown in the above picture or "route option". Mine and several others are missing the "charging plan" and "route option"

You can't other than having knowingly programmed a recognised DC charging location as your destination or stopover in Nav.
