So for the second time, a pebble has broken the glass cover of my Night view camera. First time was on a Panorama and the camera was broken. This time on my Taycan, the camera still works but the glass cover is broken.

This thread showed me how to remove the plastic cover.

Correction; Germanium, not glass. Not yet sure what coating.

Porsche does not sell such an item.
Is this not the ACC dome cover rather than NVA camera (which would be the one in the windscreen)?

Try these guys. Found them while dealing with the same thing. The thermal camera is made by Flir from 2002 and they used to offer this repair kit but the whole thing has been discontinued. The DLC coating is towards the outside.

No. The night view camera
Probably not, but I was planning to contact them after the weekend. I need to determine which coating is most appropriate. Their stock sizes are not exact, although the 25.4 mm should suffice. I need to remeasure.

I don't understand why Porsche designers put the radar dome and the infrared camera so low on the car -- rather than at the top of the windshield where they'd have more protection and where the infrared camera would have a much better view (especially with a shorter-focal-length lens for a wider view).

You can't put it behind the wind shield and cars with LIDAR humps above the wind screen are usually not very well received for their design - so that's probably a no go for a brand which focuses so much on brand recognition with their design.
Aerodynamics also suffer probably.

You cannot put an infrared camera behind normal glass because it is not transparent in the far infrared spectrum needed for the night vision used by the Taycan.

Radar behind glass is possible but not optimal because you get near field reflections. It's easier to put it behind plastic which is transparent to radar - which is why most cars have it somewhere behind the front bumper.

Most visual cameras used for sign detection and lane keeping are behind the rear view mirror - also in the Taycan. Only the 360° visual camera is installed right at the front.

Can't you make a piece of acrylic glass yourself?
Why does it need coating or is the coating necessary for blocking certain frequencies?

Those are active IR, they have IR blasters in the headlights and look for the near IR reflection those wavelengths can pass through glass. The system on the taycan is passive meaning it can ‘see’ only heat emitted by whatever it is pointed at. A body in the 38C temperature range emits mid IR that can pass through just a handful of materials, such as germanium.
There are pros and cons to both systems.
